Strategic Infrastructure, AI, and Development Partnership Supported Under the Belt and RoadFramework

Surfline hereby formally expresses its strong interest in establishing a strategic development and
investment partnership with Invest Madagascar, focused on large-scale national infrastructure, digital
transformation, and food-security initiatives of sovereign importance.
Surfline is an infrastructure, technology, and development platform specializing in major government-led
projects, including energy systems, logistics and industrial infrastructure, AI-integrated data centers, and
large-scale digital systems supporting state operations and economic development. Our work is oriented
toward long-term national capacity building rather than short-term transactional investment.
Surfline is currently engaged in multiple humanitarian and development-focused agricultural projects in
Mexico, designed to materially increase food production, rural employment, and supply-chain resilience
through technology, logistics, and structured financing. These initiatives are implemented in coordination
with public authorities and are explicitly aligned with national development objectives.
Importantly, Surfline’s Chief Executive Officer, Ken Tan, serves as a regional director within the Belt and
Road Initiative (BRI) framework and has maintained direct, senior-level engagement with officials of the
National Development and Reform Commission (NDRC), as well as with senior representatives from the
Office of President Xi Jinping. Through these engagements, there has been clear interest and expressed
willingness—subject to host-country alignment and formal structuring—to provide substantial,
coordinated support to Madagascar across multiple sectors.
